علیرضا دبیر یکی از شناخته‌شده‌ترین چهره‌های کشتی آزاد ایران و جهان است که در عرصه ورزش و مدیریت نیز فعالیت دارد. او در تاریخ ۲۵ مهر ۱۳۵۸ در تهران، ایران به دنیا آمد و از دوران نوجوانی به کشتی علاقه‌مند شد. دبیر در سبک کشتی آزاد فعالیت می‌کرد و به دلیل تکنیک‌های برتر، قدرت بدنی و ذهنیت رقابتی بالا، یکی از پرافتخارترین کشتی‌گیران ایران شد.

در طول دوران حرفه‌ای، علیرضا دبیر موفق به کسب مدال طلای المپیک ۱۹۹۶ آتلانتا در وزن ۶۲ کیلوگرم شد و در مسابقات قهرمانی جهان نیز چندین مدال طلا و نقره کسب کرد. او بعد از پایان دوران ورزش حرفه‌ای، وارد عرصه مدیریتی شد و در سال‌های اخیر به عنوان رئیس فدراسیون کشتی ایران فعالیت می‌کند، جایی که با برنامه‌ریزی و حمایت از نسل جدید کشتی‌گیران، نقش مهمی در پیشرفت این رشته در ایران ایفا کرده است. دبیر همچنین به دلیل سبک مدیریتی و توانایی‌های سازماندهی، در سطح بین‌المللی نیز شناخته شده است و در توسعه کشتی ایران نقش مؤثری دارد.
